Board hears TID 8 incentive proposal; moves to closed session to negotiate

Christian said the proposal could produce a multi‑million dollar fiscal benefit across taxing jurisdictions and that the county has committed $1.5 million in resources for the project, of which $750,000 would be a forgivable incentive to be paid from TID 8. The materials provided to the board included a projected debt-service estimate and a staff‑calculated fiscal-return figure.
Several trustees questioned whether prior incentive approvals (the Flamingo transaction) had achieved the intended outcomes and whether Zilber — the primary developer in the park — would commit to building the final facility. Christian replied that Zilber has signaled conditional support and that the prospective tenant would take over remaining leased space and potentially enable earlier TID closing.
Given the competitive and bargaining nature of the discussion, a trustee moved to convene in closed session under Wisconsin Statutes to deliberate negotiating strategy and purchasing of public property. The motion carried and the board left open session to discuss the TID proposal and a separate agenda item concerning the village-administrator vacancy in closed session.
