Sheridan SD 48J board awards roof and parking-lot contracts, accepts donated roofing materials

Consultant Scott Rose told the board the district’s bid process ran from an April 29 advertisement to a May 19 bid opening after pre-bid walkthroughs and an addendum. “We had advertisements out on the street April 29th … bids open May 19th,” Rose said, describing a competitive market that produced three responsive roof bids and seven bidders for the parking project. Rose recommended accepting the low responsive roofing bid and the low responsive parking-lot bidder in the board packet.
Rose also said Johns Manville donated roofing membrane materials with an estimated value of about $150,000 to reduce district costs. The consultant described the donated membrane as “two generations old” but limited the donor material to membranes and certain areas; he said delamination issues had been localized around flashing and that consultants had confidence the material would serve project needs.
Board members asked about procurement rules and bidder responsibility; Rose summarized the mandatory prevailing-wage and responsiveness checks the district must perform before awarding public contracts.
The board then voted on the two contracts. The chair called for a motion to accept the roof-repair contract; the motion was moved, seconded and, per the clerk, “the motion passes.” The board followed with a vote to accept the parking-lot repairs; that motion also passed. Work on the first phase is scheduled to begin June 22, after hometown days, with roofing and the parking-lot overlay targeted for completion by mid-to-late August. The parking-lot contract includes asphalt replacement, subgrade work, curb and exterior lighting upgrades, and added exterior wall-mounted fixtures to address dark spots around walkways.
Why it matters: the awarded work addresses immediate maintenance and safety needs at the high school and aims to limit disruptions by selecting projects that do not require lengthy permitting. Donated materials and competitive bidding brought estimated combined low-bid costs well within the budget outlined in the board packet.
What’s next: the district will proceed with contractor mobilization and has indicated a follow-up agenda item will request diverting a portion of bond savings to address an unanticipated storm-drainage project at SCS in a future meeting.
