Woonsocket council approves licenses, ordinances and community partnerships; public hearings set for May 28

The Woonsocket City Council on May 18 approved a slate of routine and substantive items and set public hearings on several ordinances for May 28. Highlights included approvals for business licenses, water-system financing for lead service line replacement, a new street-speed ordinance, a contract for website migration and memoranda of agreement for the Cass Park Multi-Purpose Community Center.
Licenses and consent items: The council closed two public hearings and approved Board of License Commissioners items, including 26 LC 14 (first-class victualing license for Byrona & Company at 828 Diamond Hill Road) and 26 LC 15 (second-hand dealer license for Cruise Appliances at 354 Providence Street). All license motions were approved unanimously (6-0).
Infrastructure and public-safety ordinances: Council adopted Ordinance 26016 authorizing up to $990,000 in water system revenue bonds to finance replacement of lead service lines; the item passed second passage 6-0. Council also passed Ordinance 26017 establishing 30 mph maximum limits on specified streets (second passage, 6-0).
Property and timing: The council moved to table several new-business ordinances (26018–26026) to a public hearing on May 28, 2026 at 7:00 p.m. in Harrisville. Ordinance 26027 (a quitclaim deed matter related to a 2006 administrative subdivision) passed first passage 6-0 following explanation by the city solicitor.
Contracts and community partnerships: Resolution 26R-43 authorized a one-year CivicPlus contract to migrate and host the city website; councilors asked purchasing to run an RFP before any automatic renewal. Resolution 26R-44 approved memorandums of agreement permitting CCRI, CODAC, YMCA, Thundermist and other partners to provide programs at the Cass Park facility for a five-year period; the council retained oversight and program-approval rights in the MOAs.

The council also approved minutes from the May 4 meeting and the consent agenda by unanimous votes. Members encouraged residents to review the FY27 proposed budget posted online and attend the May 28 public hearing for budget-related ordinances.
Next steps: The city will hold the May 28 public hearings on tabled ordinances and will post the HUD draft consolidated plan and annual action plan for public comment May 26–June 26.
