Cayce council approves third-party building inspection contract and accepts $4,000 park donation

CAYCE — The Cayce City Council approved two administrative items on Oct. 7, 2025: a consultant agreement with RCI of South Carolina for third-party building inspection and plan-review services, and acceptance of a $4,000 designated donation to fund a new heavy-duty swing set at Ginyard Park.
Staff said the agreement with RCI is needed after the recent retirement of the city's building official and would ensure the city can comply with state regulations for commercial inspections and plan review. The contract begins Oct. 8, 2025 and runs through March 31, 2026; it includes a base fee of $1,500 per month for core building official services and hourly fees for additional work. Staff noted RCI has certified personnel to provide both commercial services and backup coverage during staff absences.
"Staff recommends council approve the contractor services," a staff member said.
Council approved the consultant agreement and authorized the city manager to execute the appropriate documents.
On the donation, the Lutheran Evangelical Protestant Church offered $4,000 designated for a swing set at Ginyard Park. Staff recommended acceptance and council voted unanimously to accept the gift and install equipment at the park.
What’s next: Staff will finalize the contract with RCI and proceed with purchase and installation logistics for the swing set at Ginyard Park.
