Staff reports progress on community-center site negotiations with Port Commission

The land deal is one part of a larger conversation that includes a private warehouse development proposal; staff said the port and city council must agree to multiple elements before the community center site can be finalized.
Commissioners were briefed on the sequencing: finalize the recreation-district mechanism with the Port Commission, secure a lease, and then move to design and contracting for the community center. Staff said council members have been taken on site visits to help align expectations and that permitting, design and contracting will follow once a site is identified.
No final commitments were made; staff characterized the effort as progressing but contingent on several approvals and external partners’ agreement.
