Resident urges repairs in Eastland Estates; council discusses Lincoln Park safety and juvenile responses

A Bryan resident told the City Council he remains concerned that planned mill-and-overlay work in the Eastland Estates neighborhood did not include markings around the middle court island and warned that without proper milling the repair will fail.
"What I don't want is for any that area not to be repaired correctly... It's going to have to be milled in order to do that," said resident Steve Cox, who identified himself as living on Huntington Drive and said he has raised the matter with the city since 2022.
Councilmembers advised Cox to contact the city engineering department and the county engineer directly for technical scheduling and marking questions, saying the city and county engineers must coordinate the timing so work does not occur during residents' trash collection weeks and noting the neighborhood likely will not be scheduled until mid-summer. Councilmembers said staff are relied upon to make technical recommendations and suggested escalation to the mayor if a resident believes staff provided incorrect information.
Later in the meeting councilmembers discussed reports of incidents at Lincoln Park as park use has increased with warmer weather. Speakers noted that greater popularity and seasonality have led to more calls to the police chief, that the department uses cameras and that several juvenile incidents have been referred to juvenile prosecution; some youths later completed community service as part of restorative justice responses.
Councilmembers voiced support for enforcement paired with restorative approaches: speakers said when juveniles are identified and go through the juvenile process they have, in some cases, been assigned community service with local groups and programs. The council did not adopt any new ordinance or impose an immediate new enforcement policy in the session; the discussion focused on operational responses and interagency coordination.
