Under the draft terms discussed, Somerset would pay $6,500 per month for administrative oversight and related policy work and $75 per hour for field training services provided by Waldo County staff, with an initial training allocation described as up to 300 hours. The contract term in the draft runs through 2027 and includes standard termination and binding‑arbitration language.
Commissioners raised several concerns about the draft language and asked for clarifications before final approval. They asked that specific personal names be removed from the contract text and replaced with positions, and asked staff to clarify which sheriff (Waldo or Somerset) is the notice contact in audit and termination clauses. A commissioner proposed a firmer schedule for transferring policy and training responsibilities to Somerset: "If we don't have someone in our office that's capable of leading this program within the next seven months, we have much larger issues," one commissioner said, urging that policy/training handover be completed no later than Dec. 31, 2026.
Other points discussed included whether the $6,500 monthly fee and the mix of administrative and training costs would be reduced after Somerset completes its internal staffing and policy work, and how invoices and monthly billing would be handled. Commissioners also flagged an item in the draft intended to require notice if a Waldo County employee who had worked on the contract sought Somerset employment; they asked staff to rewrite that clause to be narrower and focused on specific positions rather than broadly applying to all Waldo employees.
No final vote was taken on the contract. Commissioners asked staff to return with a redlined draft that removes personal names, clarifies the notice and audit language, and (if possible) identifies a reduced administrative rate or transition plan to take effect once Somerset can assume in‑house responsibilities. The board indicated a desire to retain Waldo's assistance while shortening the handover timeline.
Next steps: staff will prepare a revised contract for commissioner review and may schedule additional discussion or a public vote once the redline addresses commissioner concerns.
