Council weighs $366,691 recycled‑water irrigation for Heno Creek Greenway

At the May 19 meeting, Public Works Director Dave Demline presented engineering and construction cost estimates to convert irrigation along the Phase 1 portion of the Heno Creek Greenway hike‑and‑bike trail to recycled water supplied by SAWS.
Demline said the design fee would be about $24,750 and the construction estimate about $341,941, for a total project cost of roughly $366,691. The work would convert about 3,400 linear feet of irrigation pipe, add filtration and a booster pump, and tap into two points on the recycled‑water main along the trail.
City Manager Dr. Caldera noted council could roll the FY26 budgeted $107,000 into the next fiscal year and propose moving a portion (about $259,691) from the tree mitigation fund into capital next year if council wanted to advance the project. “You could essentially, if you wanted to, pull a portion from your tree mitigation fund in next year’s budget,” Caldera said.
Councilmembers asked for more information before committing: how many gallons of potable water the city currently uses to irrigate the trail and an estimated annual cost savings from switching to recycled water. One councilmember also noted SAWS announced a rate increase that could affect savings. Council directed staff to return with potable‑usage figures and a recommended funding plan so the project can be considered in the FY27 budget process.
