Council approves easement abandonments to clear way for multi‑story downtown residential project

The City Council approved a package of nine easement abandonments on May 18 that clear utility and right‑of‑way constraints for a proposed downtown redevelopment near Cherry Street.
Planning and utilities staff recommended the abandonments after receiving construction plans showing that all existing utilities will be relocated to newly dedicated easements. Lindsay Presler of Planning and Development Services told the council that utilities had approved the relocations and that six of the abandonments would be conditional because relocation work is in progress.
Doug Titner, representing the applicant Core Spaces, told council the development program for the parcels includes a seven‑story podium residential building, a precast parking garage, about 400 apartment units and a small amount of street‑level retail (a coffee shop was mentioned). The applicant also noted a separate but related lot at the corner of Cherry and College Main would be a sister building associated with the same project.
Council voted on each of the nine abandonment ordinances separately and approved them unanimously. The approvals remove encumbrances that staff said were needed to allow the private redevelopment and utility relocations to proceed; the council did not take action on building permits or site plans at this meeting beyond clearing the easement issues.
