Millbrae staff announce downtown BID outreach and new planning manager; El Rancho project updates

City of Millbrae staff told the Planning Commission on May 18 that the city is restarting outreach to downtown business and property owners about forming a business improvement district and that a new planning manager will begin work June 25.
A staff member said the city scheduled two in-person open houses the next day (two time slots) and a virtual session during the week to gather feedback from business and property owners. "We are just now re-engaging with the business owners and the property owners in the downtown area to see if there would be support for a business improvement district," the staff member said, describing consultant-led outreach and door-to-door contact.
The staff member also announced a new hire in the community development department: a planning manager who is scheduled to start June 25 to support long-range planning and day-to-day application review.
In response to a commissioner question, staff reported on the El Rancho housing project: the developer Hanover is the new owner/developer, design changes are minor and the project remains "substantially the same," and some parking reductions were made under relevant state legislation that applies to projects near transit. Staff said parking is still in the neighborhood of about 1.3 spaces per unit. When asked whether construction would be modular, staff said the El Rancho project is ground-up frame construction.
Staff directed interested parties to the City of Millbrae website under economic development for more information on the outreach schedule and materials. The commission adjourned after the updates.
