Blue Valley project: IPL says site mobilization imminent; first 250 MW targeted for October 2027

The presenter gave a two-phase construction timeline: phase one, the first 15 turbines totaling about 250 megawatts, is slated for October 2027; phase two, a combined-cycle unit, is expected online by Dec. 31, 2029. The presenter noted equipment lead times and emphasized that partnerships with private firms helped secure needed transformers and switchgear. "Transformers, we we've been talking about transformers, three to five year lead times," the presenter said, adding that partners with existing equipment inventories helped accelerate scheduling.
The presenter named private-sector partners and suppliers (referred to in the transcript as Exagent and Independence Power Partners) as key to securing early deliveries of turbines and related equipment. Board members said they wanted the timeline clarified because they had fielded public questions and misinformation in the community.
The presenter reiterated that the project remains subject to PPA requirements and equipment availability, and said staff will continue to update the board as mobilization proceeds.
