During the public-comment portion of the May 19 meeting, lifelong Richview resident Rebonda Lynch told the council she had been contacted about a mother with dementia and her son who had been without hot water for about three weeks and whose stove was not working. Lynch said the household had been told only one maintenance worker was available and that the familyhad received a $70 rent increase after an income review despite being in low-income housing.
"They had been without hot water for about 2 weeks then...now they've gone into 3 weeks without hot water," Lynch said, and described the household as unable to fully represent their needs. She said she advised them to contact code enforcement and asked the council for assistance or direction.
Mayor Hank Guess and staff responded that someone would follow up with Lynch after the meeting; a councilmember specifically asked that Chief Adams or a designee meet with Lynch to further investigate and provide next steps.
The council took no formal vote on the matter but staff committed to follow up with the resident and the family.
