The Decap Township Board of Trustees authorized Supervisor Mary Hess May 19 to approve a $24,939 quote from M. Spanelo and San Locksmith Safe Security Experts Inc. to install a three-door cloud access control system at the township building.
Hess said the primary driver is protecting the general assistance file room, which contains residents’ Social Security numbers, and to secure the back shop door because the building is not staffed at all hours. She said the system includes an intercom for the front door, 25 key fobs (with 15 to be issued initially and the rest stored on site), remote management capability and a cloud subscription she listed as $145 annually.
On the ADA question, trustees discussed a separate quote of roughly $15,000 for automatic/ADA-accessible doors; Hess said the ADA doors are being scoped separately and could be added later in the budget cycle or handled with the road district’s participation. The board discussed key-fob management, loss/deactivation procedures and remote access for off-hours unlock.
Hess summarized the security rationale: "The general assistance file room will be a secured door because that's where we keep all the files with social security numbers and those really need to be under lock." After discussion about funding sources (community foundation grant pursuit, TIFF limitations), the board authorized the project; the motion carried on voice vote with no recorded nays.
Trustees asked staff to prepare a written policy on key-fob issuance and loss/deactivation and to include the recurring cloud subscription cost in future operating budgets.
