Planning commission moves to consider earthworks amendment; council to seek Soil & Water input before Glenn Eagles hearing

At the May 11 planning and zoning meeting, commissioners voted to initiate a text amendment to the North Bend zoning code to incorporate rules on earthworks and primary/secondary street construction. Patrick reported that motion to the council and said the commission scheduled a public meeting to consider the change.
Hamilton County staff (Brian Snider) sent feedback questioning whether earthworks belongs in the model zoning code and suggested that technical review should fall to the village engineer or a geotechnical consultant (Terracon was previously engaged for core-drilling and technical review on the development). Council members noted that some issues (stormwater, erosion and earthworks) are typically reviewed by county conservation or engineering entities rather than the zoning code itself.
Council also discussed language already in the model county zoning code governing recreational vehicles (size, paved parking and registration) and concluded the current county provisions generally provide enforceable standards.

Next steps: deputy clerk Maryland confirmed the Glenn Eagles development hearing is scheduled for Aug. 27 at 6 p.m. at Miami Township; council directed staff to contact the Conservation District (formerly the Hamilton County Soil and Water Conservation District) to request an expert opinion and, if appropriate, a pre-hearing review so the planning commission can consider that input at the public meeting.
