Public works director John Beum explained the grant’s purpose is to develop an action plan (akin to a focused transportation-safety plan) listing locations and projects to reduce roadway fatalities and serious injuries and to qualify communities for later implementation funding. The estimated planning cost cited by the consultant was up to $440,800; the federal program would fund 80% with the city responsible for a 20% match (about $88,000 at the high end). Beum stressed the application step commits only to applying; acceptance would trigger separate budgeting, procurement and contract steps that council would approve before any funds are accepted.
Council discussed overlap with existing plans (transportation master plan and ADA transition plan), equity and liability questions, and timing. Staff noted the planning grant has no prevailing-wage (Davis-Bacon) conditions, while later implementation grants could trigger those requirements. Council voted to submit the application and adopt the accompanying resolution; staff will return with budget recommendations and consultant contracts if the city is awarded the grant.
