The Post Falls City Council approved a $430,410 professional services agreement with JUB Engineers on May 19 to design Pole Line and Greens Ferry improvements aimed at improving signal location, pedestrian access and roadway capacity.
Chris Schneider, staff engineer, explained the project will relocate a signal pole to its final position (the pole was originally constructed before rights-of-way were complete), finish pedestrian access on all four corners of the intersection, and pursue a northbound lane-widening with a right-turn pocket to reduce stacking during peak hours. The scope includes project management, surveying, traffic engineering, design, bidding and construction-phase services; staff included a 10% design contingency.
Funding will come from impact fees, and staff intends to bid construction in 2027 so major work can occur while school is out. Council members asked about multimodal elements — Schneider said the plan includes a 10-foot asphalt pedestrian trail on the east side from Horse Haven to Pole Line to improve walking and bicycle access — and about coordination with a county pocket to the south that might require separate developer reimbursement if that parcel later redevelops.
Council approved the agreement by roll call. Staff said additional coordination and outreach to potentially affected property owners will continue during design.
