Butler County project clears HBC hurdle; staff readies bid schedule

The Butler County board heard an update from project staff that the project has received HBC approval, allowing it to proceed to the bidding phase.
The architect said the approval removed a major hurdle and that he will update drawings and specifications before sending a refreshed set for final review. "I sent you all an email this morning that we finally got HBC approval," the architect reported during the session. He said he planned to finish a final review within about a week before setting an advertisement date.
Officials and AOC staff emphasized timing the advertisement to avoid conflict with other active bid solicitations. Staff estimated a four- to five-week bid period once the project is posted and said they would choose an ad date strategically to maximize contractor participation in the region between Owensboro and Bowling Green.
Jerry of the Administrative Office of the Courts (AOC) and Dan from project staff said AOC will prepare a letter for Judge Fleer to sign that authorizes the project to move into the Construction Manager (CM) phase and begin bidding. Dan confirmed he already had the file prepared to send for signatures.
The architect also described earlier delays tied to the HBC review process and urged fixes to avoid similar hold-ups on other state projects. "We finally got that covered yesterday," the architect said, noting the issue appeared specific to an individual reviewer rather than the process as a whole.
Staff flagged security and hardware coordination for a different project (referred to as Baron County) as an item that required follow-up but reported that meetings with Sherman Carter and other consultants had taken place to address system compatibility and consultant familiarity.
The board did not adopt any formal schedule at the meeting; staff said they would respond to the group with a proposed advertisement date after reviewing other active solicitations. AOC will deliver the authorization paperwork to Judge Fleer to start the CM phase.
