Council conducts first reading of ordinance to authorize accessory dwelling units under state law

The City of Medical Lake City Council on May 19 completed the first reading of Ordinance 1145, a code amendment to Title 19 that updates local rules for accessory dwelling units to comply with recent Washington state requirements. Planning staff presented the proposal and said the Planning Commission unanimously recommended approval.
Elise Rodriguez briefed council on the package, explaining that much of the language reflects mandatory changes under the state RCW that apply to fully planning jurisdictions. She said the draft ordinance refines the rules for when property owners may add or convert accessory dwelling units and preserves as much local discretion as state law allows.
During the hearing the council opened the meeting for public comment; no members of the public spoke. Councilmembers then read the ordinance title into the record and moved for first reading. The motion carried unanimously. The ordinance will return to council for a second reading as required by city procedure.
The change is intended to make ADUs an available housing option for owners who choose to add them and to satisfy the jurisdiction’s state-mandated code updates. Staff materials and the draft ordinance were included in the council packet for further review ahead of the next meeting.
