Woodside ASRB approves formal design review for 885 Espinosa Road; member recuses

The Woodside Architectural and Site Review Board on May 18 voted to approve formal design review for 885 Espinosa Road, adopting the conditions recommended in the staff report. Chair Lindsey announced the vote after a brief public hearing and board deliberation.
The project team proposes demolition of an existing accessory structure, a remodel and addition up to a complete demolition and rebuild of a single-family residence, a partial basement and a rebuilt carport, along with minor repaving and site improvements on a 3.26-acre lot in the SCP 10 zoning district. Staff said the package is a "like-for-like" resubmittal of a project the board previously reviewed in 2022 and that there were no code changes since that approval that would affect compliance.
Member Middleman recused himself from consideration of the item, stating he lives within 1,000 feet of the property and participates on the road maintenance committee that maintains Espinosa Road. "Since I have a foreseeable conflict and bias, I'm going to step out of the room," he said.
Project architect Gary Ahern, who presented the application, told the board the earlier approval in 2022 had been unanimous and that the project lapsed after permit timelines and local road issues. "The lighting we have is proposed as minimal. It's basically what code requires at each exterior door," Ahern said, adding there is no new decorative or uplighting proposed.
Board members who deliberated said the design and materials are compatible with Woodside's residential character and that the changes were modest given the prior approvals. One member noted that lighting on the plans is shielded and conforms to dark-sky expectations. With no speakers from the public, the board moved quickly to a motion to adopt staff-recommended conditions and approve the project; the vote recorded Chair Lindsey, Vice Chair Comer, Member Del Gavio and Member Sullivan in favor, with Middleman recused.
The ASRB's approval adopts the conditions in the staff report; the project will proceed under those requirements and any future building-permit conditions that apply.
