Kenai council approves election-code changes, grants and two resolutions; votes at a glance

Ordinance 3518-2026: The council enacted changes to election dates, candidate filing windows, compensation options for election workers (allowing an optional flat stipend), and canvassing procedures. The clerk explained the candidate filing period will be Aug. 16–31 and canvassing may start the Thursday after the election with official tabulation beginning the following Tuesday; canvass-board-initiated recounts were clarified for close or discrepant results. The motion to enact was made by Vice Mayor Asken and the clerk recorded seven yes votes; the ordinance was enacted.
Ordinance 3519-2026: The council adopted an ordinance accepting and appropriating a grant for drug-investigation overtime expenditures from a state/federal trafficking-area program. The ordinance passed by unanimous consent with no public comment.
Resolution 2026-35: Council adopted a resolution authorizing a contract award for 2026 wastewater-treatment-plant dumpster services; adoption was by unanimous consent.
Resolution 2026-36: Council adopted a resolution approving a non-standard lease form for airport reserve lands between the city and the Federal Aviation Administration for the automated flight service station and satellite communications facilities. City attorney Bloom told council negotiations began in 2021, the FAA agreed to pay the difference between old and new lease rates, and the executed lease extends the term roughly 10 years into the future beyond prior expectations. The resolution was approved by unanimous consent.

For the enacted ordinances listed, the clerk recorded affirmative votes from Council members Daniel, Grimmie, Vice Mayor Asken, Petty, Cassenna, Sonart and the mayor; Student Representative Bowling was also recorded as voting.
