Mayor names Jose Torres, Fred Halman and Glenn Mech to city boards

Mayor Sherry El Capello said she will appoint Jose Torres to the Lebanon City planning commission to fill the unexpired term of Jerry Konowski; the term is effective May 5, 2026 and expires Sept. 28, 2028. The mayor described Torres as a retired VA registered nurse, a longtime city resident who served on an ARPA review selection committee and as a zoning hearing board alternate.
The mayor also announced two appointments to expand the Shade Tree Commission from three toward five members. The clerk read a communication proposing Fred Frederick Halman to the commission for a short term effective May 18, 2026 through Nov. 3, 2026; the mayor said Halman is a lifelong Lebanon City resident with prior experience on the Shade Tree Commission and volunteer work in local parks. The mayor proposed Glenn Mech for a five-year Shade Tree Commission term effective May 18, 2026; she described Mech's longstanding local ties, past leadership at Lebanon County CTC and interest in urban forestry.
No council questions were recorded on the appointments during the pre-council review; the items were presented as communications from the mayor ahead of the regular meeting.
