Lancaster County approves on-call wetland delineation, asphalt treatment and other routine contracts

Lancaster County commissioners on April 28 approved multiple contracts and procurement actions covering environmental permitting, pavement maintenance and routine county services.
Pam Dingman, Lancaster County Engineer, presented a not‑to‑exceed $35,000 on‑call contract with EA Engineering Science and Technology Inc. for wetland delineation and permitting tasks needed when a project requires U.S. Army Corps of Engineers 404 permitting. Dingman said delineations can generally only be performed between about May 1 and October, making on‑call availability important for construction schedules. "Anytime we disturb more than a tenth of an acre, we're required to do a delineation and submit a permit to the Army Corps of Engineers," she explained.
The board also approved a sole‑source purchase order transcribed in the meeting as going to "G. Ashvalt" for GSB asphalt conditioning to extend pavement life at a total of $159,171. Dingman described asphalt conditioning as a cost‑effective alternative to grinding and replacement and noted that in previous years the county performed roughly $8 million in annual asphalt maintenance, a figure that has fallen to about $3 million in more recent budget cycles.
Separately, the board adopted the consent agenda that included amendments to on‑call contracts for guardrail repair with Garcia Chicone Enterprises, painting products with Spectrum Paint Company, and a contract with Matt Talbot Kitchen Outreach to provide transitional housing and services for people leaving incarceration. The board also set a public hearing for May 12, 2026 at 9:00 a.m. in Room 112 on a manager application for Christopher Britain for a Class B liquor license for Branch Oak Marina.
All presented contracts and consent items were approved by unanimous roll call. Commissioners said the actions help maintain county infrastructure and ensure permitting needs can be met during the limited seasonal window for wetland delineation.
Meeting minutes and claim approvals for routine payments were also approved earlier in the session.
