Board approves two-step pay increase for Lancaster County human services worker Caroline Stefins

Lancaster County commissioners on April 28 approved a two-step pay increase under Personnel Rule 17.9b for Caroline (Carolyn in remarks) Stefins, a relatively new but highly rated employee in the Department of Human Services.
Sarah Hy, who identified herself as representing the Department of Human Services for the City of Lincoln and Lancaster County, recommended the award, saying Stefins "redeveloped our case plan structure" and has taken on responsibilities such that other staff now turn to her for training and client meetings. Hy said Stefins presented at national and statewide conferences and completed leadership academy work.
Stefins spoke briefly and thanked Hy and colleagues, saying, "I've only been here three years and I feel like I've worked here forever" and that the work "is where I'll retire to." Hy brought Stefins' daughter and husband to the microphone in a ceremonial moment; commissioners applauded the presentation.
Commissioners moved, seconded and approved the two-step pay increase by unanimous roll call. Acting Chair Rick Vest, Commissioner Matt Schulty and Commissioner Sean Flower Day each voted yes.
The board did not attach additional conditions to the award; the personnel increase was approved as presented by Human Services staff.
