Clark Council adopts municipal parking rules, approves $125,000 capital appropriation and advances traffic safety measures

On May 18 the Clark Township Council voted unanimously to adopt Ordinance 26-16 (three-hour municipal building parking) and Ordinance 26-17 (a $125,000 capital ordinance for bulletproof vests and equipment), introduced Ordinance 26-18 to ban parking near St. Agnes driveway, and approved a consent agenda of routine resolutions including grant acceptances and contract awards.
Clark Township's governing body adopted a set of ordinances and routine resolutions at its May 18 meeting, taking votes on parking, capital appropriations and multiple consent items.
Council adopted Ordinance 26-16 after a public hearing to create 20 three-hour parking spaces at the municipal building parking area (near the tennis/pickleball courts). Councilmember Tol moved to adopt the ordinance and Councilmember Hoff seconded; a roll-call vote recorded all members present voting yes (Council Member Hoff, Council Member Hund, Council Member Maserella, Council Member Okconor, Council Member Tol and Council President Bill Smith). The mayor and staff answered public questions about student parking and enforcement.
Council also adopted Ordinance 26-17, a capital ordinance appropriating $125,000 for departmental equipment including bulletproof vests for police, a DPW attachment (a tine claw for the loader) and fire department personal protective equipment. The ordinance was moved, seconded and adopted by unanimous roll-call vote among members present.
The council introduced Ordinance 26-18, a proposed amendment to local traffic code to prohibit parking 25 feet before and after the exit driveway at St. Agnes Church on Madison Hill Road; a public hearing was scheduled for June 1.
On the consent agenda, the council approved routine resolutions (Resolutions 26134 through 26149) including the appointment of Nicole Castellucchi as acting municipal clerk for the June 1, 2026 to June 1, 2027 period, acceptance of a Clean Communities grant ($36,766.73), budget revenue insertion for a $15,000 Union County grant toward the Dr. William Robinson House, award and extension of service contracts (leaf disposal at $54,500) and the sale of surplus fire equipment for $25,000. The consent agenda was adopted by roll call with unanimous support among members present.
The mayor also flagged a proposed resolution opposing New Jersey Senate Bill S11786 (an ADU bill) and explained the council's concerns that the state measure would preempt local land-use controls; the council discussed the matter in the course of the mayor's remarks and public comment included questions about accessory dwelling units. No formal state-level action occurred at the meeting beyond the introduction of the opposition resolution.
