Committee approves creation of Special Improvement District 614 and authorizes local bonds to finance Sky Summit Phase 1

The Las Vegas recommending committee on May 18 voted to move forward measures that would create Special Improvement District (SID) 614 — Sky Summit Phase 1 — assess improvements to benefited parcels and authorize local improvement bonds to finance streets, sewer, drainage, sidewalks and water infrastructure.
Lala Malamu, engineering project manager with the Department of Public Works, told the committee that SID 614 is generally located west of the Clark County Beltway and north of West Tropical Parkway in Ward 4 and “is intended to be developed into 880 single-family residential units.” She said the district covers roughly 12.28 acres and that the improvements would be assessed to properties “pursuant to NRS 271.” Malamu identified the requesting developer as Olympia Companies and said staff recommended approval.
The committee also considered a separate assessment ordinance for SID 614 that would establish how the cost of local improvements is charged to benefited properties. Malamu said staff recommended approval of that ordinance as well.
On a related item the committee approved an ordinance to authorize the issuance and sale of local improvement bonds for SID 614 to finance the public infrastructure. The staff presentation identified a principal amount of $11,555,000 to be used for construction of the public infrastructure included in the SID.
A committee member asked about the proposed bond term. Gail Lloyd Leos, director of finance, said, “I believe these are 30‑year bonds, and I will confirm that and get back to you.” The committee approved the three measures; the transcript records only that each item “passes” and that they will be placed on the May 20, 2026 City Council agenda for adoption (vote tallies were not specified in the recommending committee record).
Why it matters: The SID would let the city assess property owners who directly benefit from off-site infrastructure for part of the construction cost, and the bonds would provide upfront financing for streets, sewer and drainage work required for the Sky Summit Phase 1 development. Olympia Companies is listed as the requesting developer; property owners within the SID would see assessments determined by benefit per NRS 271 if the council adopts the measures.
Next steps: All three items will be considered for final adoption by the Las Vegas City Council at its May 20, 2026 meeting. The director of finance said she would confirm the final bond term and report back to the committee.
