ULCT board moves Juneteenth observance to June 19 for 2026 to align with state change

Nick Broyles, ULCT staff, summarized recent state legislation that will align Utah’s observed Juneteenth with the federal date of June 19 in 2027 and recommended the League adopt the same observance a year early for 2026. He noted that state law previously required the holiday to fall on a preceding Monday in an off year but that next year the 19th falls on a Friday.
"We're just saying, 'Nope, it's the 19th. That's how it will be for the state going forward,'" Nick said, describing the staff recommendation to change the League’s personnel policy for 2026.
Board members asked whether adoption required a motion for a legal opinion; staff confirmed the board should make a motion to request the full legal review. Mayor Weishar moved the motion to adopt the policy change and request the legal opinion; Councilwoman Dugan seconded. The motion passed without opposition.
Staff said the change would be reflected in the League’s personnel policy and that staff would circulate the formal opinion and updated policy language when available.
