Council committees approve contract awards, condemnations amendments and multiple resolutions

The Public Services Committee voted to rescind a condemnation order for 217 Hampton Street and approved a contract with Utility Maintenance Services Incorporated for electric substation and distribution repairs and testing. The committee also authorized a change order for the Whitney Bank buildout and awarded a construction contract for the Bayou Tabon dredging project to Kuranco LLC. A series of construction acceptances and change orders for the Start Crisis Center and the South Louisiana Wetlands Discovery Center Phase 2 were approved, and the committee authorized renewal of a medical-services contract with Hale Family Practice for the parish juvenile justice complex.
At the Community Development and Planning Committee, members unanimously passed a resolution supporting Hospital Service District No. 1 and heard public comment from Phyllis Peoples of Terrebonne General Health System, who thanked the council for its support and described the system’s staffing and facilities. The committee also approved motions to rescind and amend multiple condemnation and demolition orders for addresses including 204 Nakan Street, 415 Morningside Drive, 3938 Meer Street and 6112 North Barry Black Drive, and introduced an ordinance to create a no-parking zone on Gabash Street with a public hearing set for May 27, 2026.
The Policy, Procedure & Legal Committee announced possible executive sessions to discuss litigation under cited Louisiana statutes and specific docketed cases, convened into executive session with named attorneys and administrators present, and later reconvened to concur with legal recommendations on both matters. The committee recorded votes to concur with administration and legal counsel following executive session.
Quotes and recorded votes were taken during the meetings. For example, during the Bayou Tabon discussion staff explained: "It won't be hydraulic dredge where they actually do suction. It's going to be a mechanical dredge and haul off," and the council recorded motions as passing with eight affirmative votes on multiple items.
What happens next: the Bayou Tabon contractor will be issued a notice to proceed, the public hearing on the Haven cooperative endeavor and the Gabash Street no-parking proposal are set for May 27, and legal follow-ups on the two litigation items will proceed according to counsel’s recommendations.
