Richmond city council on Monday authorized a mill-and-overlay contract for Graashett Avenue, accepting the low bid from Proline Asphalt and approving a local match to secure the federally funded project.
City manager said the project was bid through the Michigan Department of Transportation (MDOT) as part of federal-aid funding the city participates in; the low bidder was Proline Asphalt at $135,977. The city’s local match for the contract was stated as $27,195 and will be charged to the major street capital improvements fund.
Jim, a staff member who answered technical questions, clarified the bid and funding process: the project uses federal funds administered through MDOT with a required local match. Council approved a motion to authorize the $27,195 expenditure and to enter the contract with Proline Asphalt.
Council discussion noted prior similar projects completed by Proline Asphalt (Karen Street) and confirmed the mix used will meet MDOT specifications for traffic load on the route. There was no recorded opposition on the voice vote.
