Richmond council approves multiple special-event permits and memorial donation

Richmond city council on Monday approved several community event permits and accepted a family memorial donation for the Odd, actions that city officials said support local businesses and volunteers who will maintain the installation.
The council voted to allow a second mobile food vendor, Your Mom’s Kitchen, at the Richmond Area Historical Society’s 7th Annual Rags Heritage Days on June 27–28. Don Graham, the festival coordinator, told council the committee had received requests to add "healthier food options" and recommended the food-truck inclusion.
Council also approved a special-event permit for an Autumn Nights Market on Sept. 26 in the grass lot adjacent to the municipal North Forest parking lot at Forest and Monroe Streets. Melissa, speaking for Main Street Merkantile, described the event as an evening, social-district-style market with vendors and light music "so people could walk down, play some light music so that you kind of create that atmosphere for people to kind of linger in that area, eat at the restaurants, kind of take in the local feeling." Council approved setup and teardown times as presented.
Separately, council accepted a memorial gift agreement submitted by the Ricks and Gillies families for two benches, a tree, a light and landscaping to be installed north of the sidewalk leading to the Odd. Tim Ricks described family coordination of materials and local installation plans and said the family will maintain the landscaping beds. Recreation board had recommended forwarding the proposal to council.
The council also approved a request to allow a mobile food vendor at a private retirement party scheduled for Aug. 16 at the BB Street Pavilion. The recreation board and staff recommended and council imposed conditions: the truck’s service would be limited to party guests and signage must indicate the food is not for sale to the general public.
All motions were made, seconded and approved by voice vote with no recorded opposition. The approvals carry the conditions discussed in the staff reports and as stated in the motions.
Council scheduled no additional public hearings or appeals on these items; the city manager and recreation staff will carry out permit conditions and follow-up coordination.
