Council funds culvert repairs and transportation services; presents proclamations and holds FY2027 first reading

At its May 19 meeting Greenwood County Council approved multiple administrative and budget items including a culvert repair, a special appropriation for transportation services, several proclamations and the first reading in title only of the FY2027 budget ordinance.
Assistant County Manager for Finance Ms. Doran presented the Kensington Drive culvert repair project, which was competitively bid but resulted in a single proposal from local contractor Railco Incorporated at $118,500. Because the site has a single entrance and work must keep at least one lane open, staff characterized the work as complex. Ms. Doran said the project will be paid from cash on hand and submitted for reimbursement to FEMA and the South Carolina Emergency Management Division; council approved the contract unanimously.
Ms. Doran also asked council to amend the FY2026 special appropriations fund to transfer $90,000 to transportation services so the program can operate through June 30; the service began after a 2022 one‑mill tax increase and is currently spending ahead of budgeted allocations. Council voted to approve the appropriation to avoid service interruption.
Council presented proclamations recognizing Lander University men's basketball for its 2026 season and national championship appearance, National EMS Week (May 17–23) and National Public Works Week (May 17–23). Greenwood EMS supervisors (Chris Eubanks and William Hughes) and public works representative Rodney McCarty accepted recognition and spoke briefly about service commitments.
Ms. Doran gave first reading in title only of Ordinance 2026‑21 (FY2027 operating and capital budgets). Highlights discussed included no planned millage increase, a proposed $5 vehicle road‑user fee to aid resurfacing, a $25 per‑field maintenance fee for tournaments, a $15 airport gate card fee, a proposed 13% fire fee increase, a 3% cost‑of‑living adjustment for employees, up to 3% merit increases in January, and four new sheriff deputies. Council scheduled second reading and a public hearing for June 2 and third reading two weeks later.
All listed motions passed unanimously as recorded in the meeting.
