Regional Phase 3 water shortage declared; Jacksonville Beach limits irrigation

Staff reported that the River Water Management District has declared a Phase 3 extreme water shortage for the region that includes Duval, St. Johns, Nassau, Clay and Flagler counties and said the declaration is the most extensive since about 2000.
“As of now, residential irrigation is limited to one day per week,” staff said. They explained the rule in effect for residents: odd-numbered addresses may irrigate on Saturdays; even-numbered addresses on Sundays; irrigation between 8 a.m. and 6 p.m. is prohibited.
Staff noted that much of the city’s south end uses reclaimed water systems, so operational impacts there are expected to be minimal. Downtown areas that rely on potable water for irrigation could feel greater effects if the shortage persists.
The CRA encouraged education over enforcement, saying staff will push public messaging explaining why the restrictions are in place and how residents can comply. Residents with questions were directed to contact the River Water Management District first, and then the city if they need additional help.
