CRA to install south-end urban trail segment and begin passive park work

Taylor, CRA staff member, told the Jacksonville Beach Community Redevelopment Agency that contractors already under contract will install an 8-foot-wide, 6-inch-thick concrete sidewalk from Jacksonville Drive to the South Beach Park entrance and that the project came in under this fiscal year’s budget so no amendment is needed.
“...we will be moving forward to install an 8 foot wide 6-in thick concrete sidewalk from Jacksonville Drive all the way to the South Beach Park entrance,” Taylor said, adding staff anticipate starting within the next couple of weeks and expect construction to take about four to six weeks, weather permitting.
Taylor described an outreach plan that will include one-on-one door knocks and mailed notices to properties immediately adjacent to the work, followed by wider communications via the city website, social media posts and QR codes. “There will be an internal email that will go out to council and to the CRA letting you know what the timeline looks like,” Taylor said.
Staff said the passive park work will use the same contractor and that environmental approvals are complete. Trevor Hughes, parks and recreation staff for the City of Jacksonville Beach, confirmed Vanguard will handle lighting components and said the passive park start is likely a few weeks after the trail begins.
Several board members pressed staff on landscaping, saying earlier plan versions included many plant types that would be hard to maintain. Taylor said staff will simplify plantings to native, low‑maintenance species while preserving the design intent and will adjust recommended bollards to meet budget constraints.
The board did not take formal action on the projects during the meeting; staff said they will return if unanticipated budget increases occur. Staff also committed to preparing a pre-construction communications plan with timelines and notification steps.
