The Palm Springs Parks and Recreation Commission voted May 18 to adopt updated banner program guidelines that standardize design, approval timelines and fee recovery for banners displayed in public spaces.
Janice Lopez, the program coordinator, told the commission the update requires applicants to submit a completed banner application with a full‑color mockup at least 60 days before the event and that the city will review completed applications within seven working days. Lopez said payment is due within seven days of permit approval and that approved fees are nonrefundable; fee waivers will only be granted for authorized city‑sanctioned events.
The guidelines differentiate two banner types—pole or “castle” banners (the smaller street‑pole banners) and large street banners that span roadways—and clarify installation, safety and scheduling procedures. Lopez also said the city maintains a banner calendar to avoid conflicts with recurring large events and described roughly 250+ pole banner locations throughout Palm Canyon and other corridors.
A motion to approve the updated guidelines passed on a roll‑call vote. Chair Morello and the attending commissioners were recorded as voting to approve.
What happens next: staff will implement the new application and scheduling procedures, publish the revised fee schedule and accept applications under the new rules.
