Engineers report: bulkhead work stems tidal flooding; paving and sewer projects continue into June

Delasio said crews monitored the system during a recent high tide and observed no flooding at Park Boulevard and other previously vulnerable locations. He told commissioners that a contractor’s dewatering into the storm system created localized water‑pocketing on lower tides — when borough valves were closed water could not exit to the bay — but that opening valves allowed streets to drain within minutes. "When we opened up that valve that water drained the streets like in minutes," Delasio said.
Project status and schedule details:
- Bayside Bulkhead replacement: construction essentially complete; punch list remains; change order approved to cover milling and paving on nearby streets (amended contract $5,436,124.50). - Bay View Drive (non‑eyebank portion): concrete work complete; roadway reconstruction and paving scheduled after Memorial Day with expected completion the following Friday, weather permitting. - Crest Pier reconstruction: design continuing; procurement for lumber under way; funding and sand management remain topics of interagency discussion. - New Jersey Ibank street projects: multiple streets are under construction with paving ongoing; only two streets were expected to remain unpaved heading into the Memorial Day weekend. - New Jersey Avenue sanitary sewer and water main: work ongoing with contractor expected to complete in mid‑June. - Stockton Road (DOT FY25): DOT approval cleared; the borough will advertise the project for public bidding in June with fall construction planned.
Delasio said the valve and street elevation work appear to be functioning as intended to mitigate flooding, but staff will continue to monitor performance and make adjustments. Steve (borough staff) added that Park Boulevard and Lake Road were "bone dry" during the high tide observations, indicating the improvements are working.
Commissioners noted seasonal scheduling constraints and thanked public works for responsiveness; the board reiterated the need to meet grant and bid timelines tied to larger funding sources.
The engineer’s report concluded with next steps: address remaining punch‑list items, continue paving and sewer work through June, finalize Crest Pier design and proceed with the DOT bid for Stockton Road.
