Board directs staff to pursue talks with city on building and operating ice arena on district property

The Worthington Public School District board voted to direct administration to begin discussions with Worthington city staff about siting and potentially owning and operating an ice arena on district-owned intermediate property.

Joel and operations committee members walked the board through difficulties in keeping an architect/contractor-led $16 million two-sheet-plus-renovation plan within budget, including stormwater and impervious-surface constraints that increased required retention and consumed green space. After reviewing alternatives, staff proposed placing a single-sheet arena on district land and using already-set-aside funding to build one sheet now while allowing for a second sheet in the future. The model discussed would shift project leadership to the district and engage Site Logic for design and project terms.

Board member Matt moved and Lori seconded a motion to authorize administration to enter discussions with the city to develop ownership, lease/rental and operational agreements and to engage Site Logic for design and development; the motion passed. Supporters described potential multiuse benefits (graduations, band concerts, special-education access and expanded student use during the school day) and said the district's existing Site Logic contracts could provide favorable design/guarantee terms. Skeptical members cautioned about ongoing operational deficits for arena operations, state statute constraints on covering operational losses, and the risk that committing funds to a new build would leave insufficient funds to maintain the existing rink if it were to fail.

The motion directs staff to advance conversations and return proposals to the board; no binding ownership or operating agreement was approved at the meeting.
