Warren County to use roughly $236,000 in CDBG funds for parks and housing rehab; partners to handle screening and repairs

Warren County commissioners said the county will receive a little over $236,000 in Community Development Block Grant (CDBG) funds for fiscal year 2026 and outlined plans to use the money for projects such as stormwater work, street reconstruction, a recent park project in Spring Creek, and single-family housing rehabilitation. The board held a required public hearing on the program before approving related agreements.
"We're going to get a little over $236,000 in fiscal year '26," the chair said during the meeting, noting the allocation is population-based and the county must hold public hearings as part of the application process. The application deadline is in October, giving the county time to assemble project proposals and hold at least one additional public hearing this summer or early fall.
As part of the CDBG application process, commissioners approved Resolution 3326, an annual fair-housing certification the county must adopt to remain eligible for CDBG funds. In the same meeting the board approved a cooperative agreement with Warren EOC to carry out housing-rehabilitation projects funded through the program; county staff said Warren EOC will handle initial property screening, has an existing contractor pool and bidding process, and can inspect completed work.
County staff and the chair said officials have discussed potential projects with municipalities and that a later public hearing will list particular projects for selection. The chair said past uses of CDBG dollars in Warren County include stormwater projects and street reconstruction and cited the recent Spring Creek park project and single-family housing rehab as examples of prior spending.
The agreement with Warren EOC and the fair-housing resolution were approved by unanimous voice vote. The board did not select individual projects at the meeting; staff will return with project lists and estimated budgets in a subsequent public hearing and application packet due in October.
