The Town of Wayne select board approved awarding the 2026 road paving contract to Pike Industries after the infrastructure committee recommended Pike’s low base bid. Staff reported the committee received six bids and recommended Pike for the base bid work, which was reported in the meeting as $290,232. The board moved, seconded and approved the award by voice vote.
Shannon, who presented the committee’s recommendation, said the committee evaluated bids mainly on unit price but also checked bid security, references and past performance. “100% on price,” she said when asked about evaluation criteria, then described bond and scheduling provisions: base bid work is expected to be completed by the end of August and alternate items in the fall; contracts will require either a 5% bond or a $25,000 bid bond and a performance bond, and include per-day penalties for late completion.
Tyler Richard, introduced as a representative of Pike Industries, thanked the board and said his company looked forward to working with the town. The board and contractor discussed logistics for combining base and alternate work into a single contract to ease equipment and mobilization.
The infrastructure committee recommended awarding two named alternate items (Hard Scrabble Road and Fairbanks Road) to Pike in addition to the base bid items. During the meeting the total for base plus the recommended alternate items was read aloud in a form that was unclear in the transcript; staff said they will finalize and publish the contract amount and timing in the town’s contract documents.
The board also discussed using a standard contract reviewed by legal counsel, and confirmed inspection, materials specifications and liquidated-damage language would be part of the contract. No roll-call tally was read into the record; the motion carried on a voice vote and staff said they will coordinate contract finalization with the contractor.
The board will post the signed contract and final payment schedule once all legal review and edits are complete.
