The Town of Summerfield Planning Board voted to forward a rezoning request for a 17.77-acre parcel at 2093 Lizzie Mill Road to the town council for final action.
Staff told the board the parcel, identified in the Town of Selma 2040 land use plan as rural agriculture, is not consistent with the plan’s current designation; staff therefore recommended the board determine whether the rezoning is consistent with the land-use plan and whether it is reasonable and in the public interest. The board voted to find the proposal not consistent with the land-use plan, and also voted that the rezoning would be reasonable, and agreed to send the recommendation to the council.
The application seeks to change the property’s zoning from R-20 (low-density residential) to R-10 (medium-density residential), which staff said would allow smaller lots and greater housing capacity. The applicant’s engineering representative, Justin Gavin, said the R-10 layout would increase potential home capacity on the 17.77-acre parcel from 29 units under current R-20 rules to “approximately 42” while maintaining required lot widths and other minimums. Gavin also said the reapplication was intended to meet council direction favoring single-family homes.
Board members asked whether the rezoning was consistent with the town’s land-use map and whether prior related requests had been considered. Staff reiterated the parcel’s rural-agriculture designation in the Selma land-use plan as the reason consistency could not be found; the board discussed the policy tension between the plan’s designation and a proposal for more compact single-family development.
The board’s recommendation is advisory and will be considered by the Town of Summerfield council at a future meeting. No final zoning change was made at the planning-board session; the council will make the final determination.
A vote to send the recommendation to council was made and seconded; the board recorded the motion as approved.
