Borough engineer: Cloverleaf development due in June; 2026 road program nearly complete, library work delayed after failed grant

Jacob Rig of Gilmore & Associates said the Cloverleaf residential development will appear before council in June after resolving technical comments from a lengthy first review. He reported the borough’s 2026 road program is largely complete — crews have milled most streets and about 10 roads remain to be paved, with work expected to finish by late next week or the first week of June depending on weather.
Rig said the senior center parking-lot reconstruction has a tentative contractor start date of July 6 and is expected to take roughly four to six weeks, requiring the entire lot to be closed during construction. The library improvement project — planned to include new paint and flooring — was not successful in a county grant application; testing identified lead-based paint in interior and exterior areas, and borough staff (referred to in the transcript as Mr. Dylan/Dillon in different places) are reviewing whether to accelerate the project using borough funds.
Staff also reported the borough has an executed grant agreement to begin the South Pennsylvania Avenue traffic-calming project. Rig said PennDOT-related road tours with Senator Santarsiero’s office and borough public-works staff will take place this summer to review recurring pothole locations, line stripping and signage.
Other items: Council and staff confirmed that some Melvin Court segments were removed from the bid list because utility providers (identified as MMA and Pico in the transcript) have planned work; those segments will be reconsidered after utility work is completed. The RDA intends to include salvage of historic architectural elements in the Stockholm demolition RFP if practical, with bids targeted for the summer.
