Willowwood aquatic center options range from $11M neighborhood pool to $19.5M community facility; staff recommends pausing concepting

Marion City staff updated the council on work by the aquatic center steering committee and presented preliminary scales and cost magnitudes for a potential new pool at the Willowwood site.
Seth (staff) outlined two scales: a neighborhood pool (roughly 12,000—4,000 square feet, focused on toddler features and local use) and a community-scale pool that would serve a broader population (16,000—8,000 square feet or larger). Seth said the current Willowwood pool is about 13,000 square feet and that a neighborhood-scale replacement would be similar in footprint.
Estimated costs provided to council were: neighborhood-scale construction roughly $11 million to $15.5 million (site work and facility), with additional parking upgrades estimated at $1 million to $2 million if needed; community-scale replacements were shown as roughly $14 million to $19.5 million. Staff noted parking and traffic constraints at the Willowwood site make a larger community-scale facility less suitable there unless substantial parking changes are made.
Given outstanding work (a Willowwood site assessment, a Track 3 scaled plan and the existing maintenance/longevity analysis), staff recommended pausing further concept design for Willowwood and returning in July with all three tracks and written materials council can share with constituents. "From a staff recommendation, we would like to recommend pausing any further concepting until we get the other tracks caught up," Seth said.
Next steps: staff will complete the Willowwood assessment, provide the Track 3 revised plan and bring the three options back to council in July, and will provide summary materials for council members to use at public outreach such as the farmers market.
