Staff estimated keeping the present system would cost $5,000–$7,000 per month in operations and maintenance and said the new system’s first five years of maintenance costs would be minimal.
The low bid for the replacement was noted at approximately $610,000 with an added $90,000 contingency. Several council members questioned whether sinking long‑lived capital into a building under discussion for possible demolition or land-swap was prudent. One council member said the city’s cumulative contingency authorizations on the night’s agenda totaled about $1.6 million and pledged to scrutinize contingencies going forward. After debate the motion to approve the HVAC contract passed 3-2 (Keldorf, Jerue and Baldino yes; Boyles and Pimentel no).
