El Segundo renews Granicus contract with 3-year out provision and data-portability caveat

The El Segundo City Council on May 19 approved the eighth amendment to Agreement No. 5618 with Granicus LLC for website and meeting broadcast services, but attached council direction that staff pursue a three-year base term with a post‑three‑year out clause and data-portability protections at the vendor's expense.
Todd, the acting IT director, summarized the vendor relationship and compliance concerns including ADA accessibility and long-term data access. Council members debated the length of the term, renewal caps and the need for portability of data so the city would not be 'held hostage' to proprietary systems. The motion to approve the amendment passed 3-2; council members on the prevailing side said staff should negotiate a three-year contract with the option to extend under the same 3% cap while preserving an early-exit right and requiring the vendor to pay for data migration if the city chooses to leave.
Councilmember Boyles and others said the caveats were essential to protect the city's ability to change platforms in the future. Staff and the city attorney said they would incorporate these technical provisions into the contracting language before final execution.
