The Newberg City Council unanimously adopted Ordinance 2026-2944 on May 18, updating municipal code provisions that govern street closures, encroachments and right-of-way management.
Staff associate planner Jeremiah Crommy told the council the amendments formalize practices used during the Wednesday night market and other events by designating the police chief and city engineer as decision-makers for certain street-closure matters, add criteria and limitations for parade and street-closure permits (including exceptions the police chief may waive for small block parties), and add time limits for temporary encroachments such as dumpsters. Staff also said the ordinance updates code language to comply with House Bill 2658 and provides general cleanup language across Titles 2, 10 and 12 of the Newberg Municipal Code.
Councilor Peggy moved to adopt the ordinance by title and waive second reading; the motion was seconded and passed on a unanimous roll-call vote (Councilors McBride, Wheatley, Yarnell Hollowman, Kilberg, Mayor Rosacker and Councilor Sherguson all voted yes).
