The Village Board voted to decline a Transportation Alternatives Program (TAP) award to fund construction of the first segment of a planned East Troy–Mcuano multi‑use path after staff said the grant would not include design funds and would substantially increase the village’s up‑front share.
Eileen, who presented background and financing estimates, said the original planning study assumed a $73,200 municipal share for the first segment; with design no longer funded in this cycle, the per‑municipality cost would rise to about $141,914 in 2025 dollars. She also told trustees the parcel intended for part of the trail is still under environmental remediation and that recent changes in responsible‑party consultants raised uncertainty about timing.
“Due to that and the fact that the property is still under remediation…we don't feel comfortable with that aspect,” Eileen said, and recommended the village decline the award. Trustees agreed that moving forward without design funds and without commitments from neighboring jurisdictions posed too much financial and schedule risk; a motion to decline the TAP grant carried.
