Clerk Dette summarized a survey of other municipalities showing a range of practices — from simple posted notice and first‑come rules to structured lists and applicant presentations — and said the village currently lacks any formal policy. “So I'm seeking direction to see what the board would like for me to do considering we don't have any policy at the moment,” she said.
Trustees debated tradeoffs including administrative overhead, fairness and publicity. Some favored posting notices and allowing any qualified applicant to apply when the license becomes available; others preferred maintaining a list of interested parties and inviting applicants to make their case to the board. Attorney/State‑law adviser Chris noted the board has discretion so long as decisions are not arbitrary or discriminatory and said a policy could later be adopted as an ordinance to provide permanence.
Trustees directed staff to prepare a draft policy to appear on the next consent agenda; if the board supports it, members said they may consider codifying it as an ordinance later.
