Cloud County approves Emergency Management MOU, abatements and routine county business
Summary
At its May 11 meeting the Cloud County Board unanimously approved an Emergency Management MOU with Mitchell County, approved payroll and abatements, accepted minutes and adjourned; staff also reported maintenance needs and recycling sales.
The Cloud County Board of Commissioners on May 11 approved several routine and administrative items including an Emergency Management Memorandum of Understanding (MOU) with Mitchell County and a set of tax abatements, and reviewed payroll and fund balances.
On a motion by Commissioner Ron Copple, seconded by Commissioner Dannie Kearn, the Board voted unanimously to move into a five-minute executive session to discuss non-elected personnel; the session was scheduled to resume at 9:07 a.m. The minutes record no personnel action taken in open session.
Also on a motion by Commissioner Copple and second by Commissioner Kearn the Board approved the Emergency Management MOU with Mitchell County by unanimous vote. The minutes do not include the text of the MOU; county staff will retain the agreement on file.
The Board approved payroll expenses totaling $186,845.52 and recorded payroll deductions and benefits of $76,786.44. The Fund Status Report as of April 30, 2026 was reviewed, showing an ending cash balance of $14,836,042.03. On motion by Commissioner Copple and second by Commissioner Kearn the Board approved abatements (2026-119 and 2026-121 through 2026-123) with a net change of ($274.48) and a refund of $30.04.
County maintenance staff reported operational items: Solid Waste Director Mike Hake said a portion of the Transfer Station wall is pulling away and that he is investigating repairs; he also reported the Recycling Center sold 43,724 pounds of cardboard at a noted price of $85 per ton. Maintenance Manager Jeff Thoman and Assistant Maintenance Manager Gary Will requested approval to purchase a $4,000 mower, which the Board agreed to, and reported that a mini-split in the Emergency Operations Center has been completed, a pole at the Health Department will be removed, and elevator replacement parts will not be available.
Home Health Administrator Kendra Annon said two clients remained to be transferred before the end of the week; the Board thanked Annon for her service. The Board approved the May 4, 2026 minutes and adjourned at 11:33 a.m. until May 18, 2026.
