Clayton council adopts parking and code updates, approves budget tweaks, benefits contracts and consent decree authorization

In new business, council adopted Ordinance 052608 to modernize the city's investment policy (first update in about 12 years), citing changes to oversight names and maturity consistency. The city manager explained the changes and council approved the ordinance.
Council also approved Resolution R052634 to amend 2026 appropriations and estimated resources, increasing estimated resources in the capital improvement projects fund by $131,000 and transferring $36,347.50 from the general fund to the CIP fund to support school zone upgrades; R052635 revised zoning fees by applying a Consumer Price Index adjustment; R052636 authorized a two‑year participation agreement with the Ohio Benefits Cooperative for employee medical benefits; and R052637 approved Anthem Blue Cross Blue Shield via the cooperative for group health coverage from Sept. 1, 2026 through Aug. 31, 2027. The city manager noted the cooperative requires a two‑year legislative commitment.
Finally, council authorized legal counsel to submit a proposed consent decree to the court in case 25 CV 320 and empowered the city manager to sign documents necessary to implement the decree; council recorded the motion and passed it.
