Representatives for Niagara Power Transformer sought and received multiple variances May 20 to permit construction and interparcel operations as part of a multi‑parcel expansion plan.
Matthew Edwards, architect/design manager for Buffalo Construction Consultants, presented site plans covering properties at 1747–1755 Dale Road (and adjacent parcels on Anderson Street). He explained the company’s production backlog and the need to expand capacity; the project includes two new buildings, interparcel loading that would cross parcel lines (requiring zero‑foot cross‑parcel loading setbacks), and limited encroachments into existing front/side setbacks. Edwards said the company is coordinating with the New York State Department of Environmental Conservation on site management plans for a historically contaminated ("superfund") area and that Quanta recently purchased the business to support investment and workforce growth.
Board members discussed construction staging, pedestrian crosswalks between parcels, snow storage and stormwater/drainage (applicant said existing impervious area remains largely the same and parking will be managed across newly acquired parcels). The applicant said the expansion would add manufacturing capacity and about 70 hourly jobs and 11 engineers over coming years. After discussion the board moved to grant the variances as requested for the parcels presented; multiple related variance items were considered in sequence and approved.
Why it matters: The project represents a significant industrial expansion with employment and remediation implications; conditions include coordination with DEC and standard site‑plan review steps.
Next steps: Applicant will continue planning board and DEC coordination and return for any town‑board approvals required by site plan or rezoning.
