The Keene City Council adopted two ordinances and moved several resolutions to committee during its meeting.
Delinquent accounts: By unanimous roll call, the council adopted Ordinance 0202605 to bring city code on delinquent utility and other accounts into alignment with state law. The ordinance authorizes the city to apply allowable past‑due interest/fees consistent with state limits; staff said they will launch public outreach before applying new fees.
Zoning amendment process: The council also adopted Ordinance O202608, a housekeeping change intended to streamline and clarify the process by which the city amends zoning text and the zoning map. The Planning, Licenses & Development Committee recommended adoption on a 5–0 vote and the council approved it by roll call.
Bond appropriations and referrals: The clerk read a series of resolutions that would appropriate bond funds for capital projects — including the Ashwilllet River green space, dam repair/removal, downtown infrastructure, a solar pavilion, Winchester Street reconstruction, roadway preservation, park improvements, stormwater resiliency, Martell Court bypass, downtown sewer improvements and water distribution improvements. The council referred these resolutions to the Finance Organization & Personnel (FOP) committee for evaluation.
Next steps: Staff said they will provide public notice and outreach about the delinquent‑accounts changes prior to charging past‑due fees. The FOP committee will review the bond appropriation resolutions and return recommendations to the full council.
