Lake Forest approves most state legislative positions, delays action on smoke-remediation bill

On May 21 the Lake Forest City Council reviewed staff'recommended positions on a slate of state bills and approved the package with one exception: AB 1795, a smoke-damage remediation and recovery bill, was continued for further study.
Staff recommended support for four ebike-related bills (including AB 2346 and SB 1167) aimed at consumer disclosures, speedometers and lighting requirements, and curbs on noncompliant sales. Staff also recommended support for three wildfire and insurance reform bills: Assembly Bill 1680 (Fair Plan reforms), Assembly Bill 1795 (smoke damage recovery standards), and Senate Bill 876 (residential insurance protections). The report noted that some ebike bills had been held in fiscal committee earlier in the session because of potential fiscal impacts.
During council discussion members asked whether AB 1795 could raise insurance costs by establishing statewide remediation standards. Staff said the bill aims to standardize smoke-remediation requirements to speed claims and ensure homes are properly restored but had not provided a statewide cost estimate; council members asked staff to reach out to bill authors or the Department of Insurance for additional information before deciding on AB 1795.
Public commenter Amy Stevens expressed support for the platform overall and urged caution on broad language opposing electrification transitions, saying the council's position should be more narrowly tailored to avoid costly legal fights.
Council Member (mover) made a motion to approve all recommended positions except AB 1795 and to continue AB 1795 to a future meeting for further analysis; the motion passed by council vote (4-0 with Council Member Voits absent).
